Decentralization of governance is the need of the time to ensure good governance. Changing the overall economy of the country should be done with the marginalized people. A class of people are poor, neglected and unable to get out of the grip of poverty, without thinking about them, it is not possible to change the social system. There is no visible program of the government, which will improve the quality of life of the poor people of the country. If the interim government wants to reform on paper, it does not take two and a half years to do so. No more than 6 months to 1 year are required for paper reform. If the current government had worked with an agenda, it would have been very easy to implement that agenda. So, there is still time to think about the poor and common people and if they start implementing their new agenda, the acceptability and popularity of the current government will increase. Common people want equitable distribution of wealth. It cannot be allowed that someone corrupts and grabs hundreds of crores of taka and the common people struggle to ensure their basic rights by living honestly and with integrity. In order to bring benefits to the economy, the country`s economy should be made strong and strong by giving priority to the ordinary working poor people, and to establish good governance in the country, the district administrators should do something very quickly by taking up various development programs based on the district, according to the opinion of the chief advisor Dr. Muhammad Yunus mentioned in an exchange of views with the District Commissioners.
There may be differences of opinion but the country belongs to all of us. The people of the neighboring houses are losing their last refuge due to storms, floods and river bursts, and some decent people who have hundreds of crores of taka will forget about the people of their own village, and show mere humanity. These types of people forget their roots and sit in brick and stone buildings dressed as civilized as polite people and think about who How much money will be taken by bribery and corruption? Dozens of houses, cars and flats have been bought with corruption, bribe money, now the only thing left is how to smuggle money to build a second home abroad. There are many people who do not even have ancestral homes in the villages but are big businessmen, industrialists, millionaires in the capital. Exceptions have been seen in some cases - corruption of hundreds of crores of taka, bribes and attempts to do politics with that money have appeared. A Raajmahal, duplex house will be needed in the village, the people will have to show how much money has been made, and Intention to how the Member of the parliament will have to be elected from the area. But they forget about their neighbors, who still don`t even have a piece of land & any house.
Simply put, starting from the country`s clerk jobs, no high-ranking government official and employees can commit bribery and corruption. All the politicians who will be in politics in the future will not be able to do any corruption, irregularities and any kind of interference in the administration of the government. There shall be equality of opportunity and equal power in all respects at all levels. Those who will come to power in the future, starting from the lowest level public representative members of the society, MPs, ministers and Prime Ministers all have to look down and run the country. Then maybe development in the country`s rural social system will be possible through their hands.
Without improving the quality of life of the marginalized people, there is no benefit in the overall economy. A change in the quality of life of the poor will only be possible if equitable distribution of resources is ensured. The per capita income of the country is increasing at a proportional rate and its effect is not observed. The development of poor people is not possible if it is not possible to bring them under social protection. Just as it is important to identify every poor, near-poor family, all opportunities must be ensured to change their lives. The source of income of poor people should be ensured. The living standards of the poor families should be increased by providing financial benefits to the earning power. Macroeconomic development is not possible without increasing their standard of living. In this case, district-wise budget planning should be made and the amount of budget money in the district where the number of poor people is more than other districts should be determined in proportion to the poverty of the budget, in order to create a source of income for the poor people and invest under social protection to develop them as small businessmen, agricultural workers, farmers. The DC (District Administrator) of each district should be a person who is a proven patriot, honest, courageous and should emerge as an ambassador of peace. One of their tasks will be district-wise agricultural land of a district, products produced from land, marketing of products, dependence of products, list of daily essential products according to population and charting what crops and products are possible to produce and what products should be bought from other districts, what are the buying products? Whether the production is possible in the district, what are the obstacles in the production process, find a way out of those obstacles and advance all arable land owners including farmers in the production of agriculture and agricultural products. Open letters, fairs, seminars, publicity and promotion should be continued to come. In this way, it is necessary and necessary to make each district a production-oriented district, and the District Administrator will make necessary arrangements. If every district becomes dependent on its own farms and crops then there will be no scarcity in the country. It is not realistic that all types of crops will be produced in every district, in which case the district which produces more crops will buy crops from other districts. To meet the shortage of products, the district will coordinate through all the products and crops and services it is capable of providing and producing.
In this way, every district should be transformed into a production-oriented district through the proper supervision of the District Commissioner and all kinds of facilities of the government should be delivered to the people of all levels of the district to encourage such initiatives. It is not possible to change the overall economy of the country without district-wise reforms and planning. If all activities of the government are controlled and managed on a district basis, the pressure on the center will be reduced. Without the decentralization of the governance system of the government and the district-wise confirmation of all kinds of facilities, the economy will not be able to move forward and open up its possibilities.
