  Printing non-judicial stamp of Tk 200, costly paper waste may be reduced: Analyst Tajul Islam

ABDUL KHALEQUE KHANDKER : The current affairs analyst and chief adviser of The Muslim Times, Mr. Tajul Islam,feels that the wastage of paper in printing non-judicial stamps should be reduced in the country. 


He said, we can see that using 2 stamps worth 100 taka is meeting the need of stamp worth 200 taka. As a result, this very valuable paper is wasted a lot.

The complete statement can be written in as many spaces as there is on the stamp worth 100 taka. But since there is no stamp worth 200 taka, it is necessary to use two pages worth 100 taka. And as a result, this precious paper is wasted. So if there is a system of stamps worth 200 taka with one page, two pages worth 100 taka need not be used unnecessarily. As a result huge amount of money and resources could be saved.

So the analyst Md Tajul Islam thinks that if the non-judicial revenue stamp page worth 200 taka is printed and its availability is universal, a lot of money of the country could be saved as well as the non-judicial functions would have become easier for people. 

It is known that the use of non-judicial stamps of 200,100 or less per day is the highest in the lower courts of the four divisional cities of the country. And sometimes there is acute crisis of non-judicial stamps. In this opportunity, a portion of the sellers charge an additional stamp duty of six to ten times the actual value.

Due to the crisis, it was reported that a non-judicial stamp worth Tk 150 was sold for Tk 900 to Tk 1500 in a court building area. It is also known that a good number of people, who wanted to apply for residential plots in the port city and the capital Dhaka, failed to collect the required stamps.

It is often reported that printing of non-judicial stamps in Bangladesh government press is hampered due to lack of security paper.

As the supply position of stamps is quite inadequate compared to the actual demand, buyers are seen waiting in queues for hours.

Non-judicial stamps are essential for execution of important economic and other commercial contracts and all types of legal proceedings. 

For example, entering into all types of business contracts, finalization and legal completion requires the use of these stamps. Stamps must be used on documents such as extending powers of attorney, entering into agreements for sale and purchase, preparing certified copies of documents, marriage contracts, declaring affidavits, etc. Thus, it should be clear that the scarcity or shortage of availability of these stamps is the biggest inconvenience to a large number of regular users.  

Therefore, using two pages to write the statement which can be written fluently in one page, again this precious paper, is absolutely waste and misuse of national resources. 

It can be observed that not only this revenue stamp, but our society is massively wasting and misusing our national resources. Looking at the precious natural resources of the country, we see that this gas is being wasted in various ways. Fatal damage is being done to this gas by burning the stove unnecessarily. Water wastage is the worst in our country. I am using five-six buckets of water to do the work that is done in one bucket of water. 

Wasting is forbidden in Islam. Almighty Allah says, verily the spendthrifts are the brothers of Satan. And Satan is very ungrateful to his Lord. Surah: Al-Isra, verse-27.

There is no wastage in expenditure. A middle position has been ordered. As Allah says in another verse, "And when they spend, they are not wasteful, nor stingy, and their way is between the two" [Surah Al-Furqan: 67].

However we have to stop wastage and wastage in all aspects of individual family social and state only then we can progress as a nation.
