International: Liu Guozhong, member of the Political Bureau of the Communist Party of China (CPC) Central Committee and Vice Premier of China, has called for comprehensive measures to ensure the safe operation of reservoirs across the country during the flood season.

He emphasized the need to effectively implement all flood control measures to safeguard people`s lives and property.

Liu made the remarks on Sunday during an inspection tour in Beijing. During the visit, he inspected two reservoirs in Beijing’s Pinggu District and reviewed their infrastructure and safety management measures.

Noting that a large number of reservoirs are widely distributed across China, Liu said ensuring their safe operation and maintaining effective flood control during the peak flood season is both a critical and challenging responsibility.

Liu called for further improvement in rainfall and water condition monitoring, forecasting and early warning systems. He also stressed the importance of effectively implementing reservoir operation regulations and emergency response plans, while strengthening responsible management to ensure dam safety.

He instructed that reservoirs in areas affected by heavy rainfall should release water in advance to increase storage capacity and that reservoirs must never be operated above the designated flood control level under any circumstances.

“Patrols around reservoir dams and high-risk areas must be strengthened. Adequate emergency rescue equipment and personnel should be kept ready, and people should be relocated to safe areas promptly whenever necessary,” Liu said.

He stressed that short-term forecasting and early warning capabilities should be further enhanced so that warning information can reach grassroots communities quickly and without delay.
