CPC Adopts Historic Decision on Unswervingly Advancing Full and Rigorous Self-Governance
  Date : 06-11-2026

One of the most significant outcomes of the Fifth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) was the adoption of the "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Unswervingly Advancing Full and Rigorous Party Self-Governance." The innovation of this programmatic document lies not merely in the concept of full and rigorous self-governance itself, but in its strategic emphasis on unwavering, consistent implementation.

"The key to managing China`s affairs well lies in the Party, and the key to governing the Party lies in full and rigorous self-governance." As early as 2014, Xi Jinping, General Secretary of the CPC Central Committee, articulated the doctrine of full and rigorous Party self-governance, institutionalizing it within the "Four-Pronged Comprehensive Strategy" alongside building a moderately prosperous society in all respects, deepening reform comprehensively, and advancing the rule of law.

Full and rigorous self-governance addresses the Party’s courage to impose internal discipline and hone its governing capacity, while charting a path of radical self-correction through self-revolution. However, in the context of prolonged exercise of state power, the paramount question remains: how can a governing party maintain strict discipline and operational efficacy over the long haul? The strategic conception of unswervingly advancing party governance provides a direct answer to this core dilemma.

Core Logic of `Unswerving Commitment`: Resolving Unique Dilemmas of Major Political Parties
Unlike short-term rectification campaigns or concentrated corrective drives, "unswerving advancement" represents a foundational strategic evolution tailored to the realities of protracted governance. Its objective is to sustain a strict tone, stringent measures, and a rigorous atmosphere through steadfast determination and continuous effort—tackling at the root the unique challenges arising from long-term governance by a major political party.

The "unique challenges of major political parties" is a pivotal conceptual formulation advanced by Xi Jinping. In his assessment, the foremost hazard confronting a party in prolonged power extends beyond the mere accumulation of historical problems; it encompasses the systemic risks of complacency, inertia, and dereliction of duty. Surviving enduring systemic tests carries greater strategic weight than overcoming sudden, transitory crises.

Global political history offers instructive precedents on the rise and fall of political organizations. The Communist Party of the Soviet Union governed for over seven decades, with membership once nearing 20 million. Yet in its twilight period, complacency proliferated, ideological convictions eroded, privileged cliques expanded, and alienation from the masses widened—culminating in institutional collapse.

Similarly, Mexico`s Institutional Revolutionary Party (PRI) ruled uninterrupted for 71 years. Protracted power bred bureaucratic sclerosis, regulatory laxity, and systemic corruption, ultimately eroding its mandate and popular support.

Drawing on these historical lessons, the Decision of the Fifth Plenum delivers an objective assessment of long-term governance risks. It underscores that tests concerning prolonged governance, reform and opening-up, the market economy, and an evolving international landscape will persist indefinitely. Concurrently, hazards of complacency, managerial incompetence, disengagement from the masses, and corruption confront the entire Party. Navigating these trials demands sustained, unwavering efforts to reinforce party discipline.

Core Actions of `Unswerving Commitment`: Three Fundamental Transitions
At the heart of unswervingly advancing full and rigorous self-governance lie three structural transformations, recognized as key innovations in the CPC`s governance methodology in the new era:

From `Concentrated Rectification` to `Regularized, Long-Term Governance`: Moving away from campaign-style disciplinary enforcement, stringent rules are integrated into routine daily operations to prevent recidivism. Operational emphasis shifts decisively from sporadic special campaigns to institutionalized, continuous oversight.

From `Problem-Driven Correction` to `Strategic Proactivity`: Past efforts focused primarily on targeted rectifications of manifested misconduct, bureaucratic laxity, and corruption. In contrast, unswerving advancement erects a proactive risk-prevention and management architecture designed to preemptively identify and neutralize administrative sclerosis, popular alienation, and capacity deficits before they metastasize.

From `Phased Governance` to `Enduring Institutional Efficacy`: This shift prioritizes refining the internal regulatory framework, abolishing unwritten rules, eliminating institutional bottlenecks, and transforming rigid prohibitions into binding institutional norms. Internalized into the conduct and consciousness of all Party members, self-governance ceases to depend on episodic interventions, operating instead through systematic, institutionalized execution.

Systematic Implementation: A Comprehensive Framework for Party Self-Building
"Unswerving commitment" is far from a mere rhetorical slogan. To realize the strategic goal of continuous self-governance, the Decision outlines a cohesive systemic blueprint across five key dimensions:

Strengthening Party Spirit: Serving as the fundamental and highest priority, this requires every Party member to adhere steadfastly to ideological tenets, maintain loyalty to the nation, and serve the people wholeheartedly. Upholding the ethos of seeking truth from facts, safeguarding integrity, and pursuing lifelong moral cultivation remain paramount.

Strict Management of Cadres: Recognizing cadres as the backbone of governance and public administration, the Decision delineates an end-to-end framework spanning cadre selection, training, supervision, and institutional incentives. This mechanism purges inert, untrustworthy, and corrupt officials while protecting and encouraging officials who demonstrate boldness in assuming responsibility and delivering tangible outcomes—striking a calculated equilibrium between rigorous supervision and institutional support.

Broadening Governance Scope: Adapting to societal transformations, governance reach extends beyond conventional boundaries into emerging spaces, including new economic organizations, new social organizations, and new employment collectives. This ensures party governance remains synchronized with modern social structures and organizational dynamics.

Integrated Disciplinary Architecture: Systematically coordinating party spirit, party conduct, party discipline, and anti-corruption operations, equal emphasis is placed on investigating corruption and correcting administrative misconduct. A holistic mechanism ensures officials "do not dare, are not able, and do not wish to be corrupt," reinforcing an anti-corruption architecture with Chinese characteristics.

Deepening Institutional Reform: Consolidating the foundation of party governance through regulatory reforms ensures internal party management becomes increasingly scientific, institutionalized, and standardized.

To govern the country, one must first govern the Party; and to govern the Party, one must govern it rigorously. With a 105-year history and a membership exceeding 100 million, the Communist Party of China answers the imperative of sustaining institutional vitality through relentless self-building and self-purification. This internal discipline is inextricably tied to advancing the long-term, intergenerational march toward Chinese modernization.

This unswerving commitment stands as a strategic institutional arrangement designed to overcome the historical challenges of long-term rule, providing an essential institutional anchor for safeguarding national stability, security, and long-term development targets.
