Online Report : The government has issued a new set of rules for recruitment of teachers in government primary schools, abolishing the previous quota system, including the women’s quota.

Under the new regulations, only seven percent of posts will be reserved under quota provisions.

The revised rules also introduce new positions for music and physical education teachers. Additionally, 20 percent of posts will be reserved for candidates with a bachelor’s degree in science, while 80 percent will be for graduates of other disciplines.

The Ministry of Primary and Mass Education issued a gazette notification on Thursday, signed by Secretary Abu Taher Md Masud Rana, on behalf of the President.

Previously, under the 2019 rules, 60 percent of assistant teacher posts in government primary schools were reserved for women, while 20 percent were for dependents of officials and 20 percent for men.

The new regulation, titled “Government Primary School Teacher Recruitment Rules, 2025”, allows for recruitment both through direct entry and promotion.

A special provision states that, regardless of any other rule or government decision, teacher recruitment will be carried out at the upazila level and, in certain cases, at the police station level.

According to the new rules, 93 percent of posts will be filled on merit, while 7 percent will be allocated under quotas. Of these, five percent are reserved for children of freedom fighters, martyred freedom fighters, and Birangonas, one percent for candidates from small ethnic groups, and one percent for persons with disabilities and third-gender applicants. However, if eligible candidates are not found for quota positions, vacancies will be filled on the basis of merit.

The new rules come into effect immediately, replacing the previous “Government Primary School Teacher Recruitment Rules, 2019.”
